Select Program and Policy Development highlights include:

Government of Canada stakeholder consultation on the Framework Convention on Tobacco Control (FCTC)
The Alder Group facilitated a national bilingual consultation on the FCTC and produced the meeting report (in English and French) on behalf of Health Canada, to seek views on priorities for Canada’s future international negotiations on the FCTC. This highly sensitive consultation involved all stakeholders including government representatives, non-governmental health and advocacy organizations, labor unions and the tobacco industry. The Alder Group event planners and facilitators demonstrated their ability to handle conflicting multi-stakeholder perspectives. This meeting was the first of its kind where both health and tobacco industry stakeholders attended and worked together. A project web site was developed to facilitate the communications for this project, and again was instrumental in keeping both the consulting team and the clients informed about all aspects of the project, and made all background information etc. readily available. The Alder Group carried out many of the tasks for ensuring a smooth process for a sensitive consultation.

The AIDS Community Action Program Review
In January 2006, as part of the Federal Initiative to Address HIV/AIDS in Canada, the Public Health Agency of Canada (PHAC) initiated a review of the AIDS Community Action Program (ACAP), a grants and contributions program designed to support a community-based response to existing and emerging issues associated with HIV/AIDS in Canada. The purpose of the review was to determine the extent of alignment of ACAP with the initiative to make recommendations on how the program could most appropriately be positioned to contribute to the outcomes of the initiative. Following the program review data collection and analysis, The Alder Group developed recommendations for PHAC staff for strengthening ACAP’s contribution to the Federal Initiative.

Development of a Framework to Support Health Promotion Capacity in Canada
The Alder Group researched and wrote a report for the Canadian Consortium for Health Promotion Research providing the rationale, roles, responsibilities and a governance structure to strengthen research, analysis, knowledge transfer and community capacity that support health promotion in Canada.


Voluntary Sector Initiative: Sectoral Involvement in Departmental Policy Development
The Alder Group advised the Voluntary Sector Task Force, on the development and implementation of the Sectoral Involvement in Departmental Policy Development, a central component of the Government of Canada’s Voluntary Sector Initiative (VSI). The work was carried out in close cooperation the Voluntary Sector Secretariat and the VSI Joint Capacity Table and in collaboration with federal officials and representatives of the voluntary sector. Tasks included development of criteria around project eligibility, assessment and selection; development of a process for the joint review of projects by federal government and voluntary sector representatives; and chairing of the joint review panel to review proposals for the final round of project solicitations. The process resulted in the approval of 67 policy development projects ($27 million in funding) managed by a diversity of voluntary organizations working in collaboration with about 20 federal departments and agencies.


Health Promotion and Building Public Health Capacity

The Alder Group Principals provided technical assistance in health promotion and building public health capacity to the Brazilian National School of Public Health and the Academic Health Centre in Rio de Janeiro.
